The NCP relies on the concept that everything can be considered as a service, both hardware capabilities and software, and that applications are built as dynamic collections of services that can adapt to the needs in real time. They are orchestrated by an intelligent system which selects the services from specific requirements, including non-functional requirements such as time, locality, etc. It is by nature distributed and federated and the services can migrate from cloud to edge depending on the requirements.
