Police Body cam shows Phoenix Police Officer Shoot at Carjacking Suspect

The Phoenix Police Department released a Critical Incident Briefing (CIB) video that includes audio, visuals and information related to an officer-involved shooting (OIS) which occurred on August 10, 2023. This incident began while officers were helping an outside agency investigate a car associated with a shooting. While officers attempted to stop the vehicle in the area of 20th Street and Thomas Road, the driver fled the area. The Phoenix Police helicopter followed the vehicle as it drove into a shopping plaza near Camelback Road and 18th Street and witnessed as the suspect attempted to rob a victim of their car. After the failed carjacking, the car continued south onto State Route 51 and came to a stop just south of Indian School Road. The driver got out of his car on the freeway and attempted to rob a second victim's car at gun point. It is at this time, an officer driving an unmarked car confronted the suspect yelling at him to drop it. That is when the officer fired his duty gun at the suspect. The suspect ran north on the freeway and carjacked a man driving a truck at gunpoint. While driving the stolen truck south on the freeway, the suspect drove past the officer on foot who fired additional rounds. Following this shooting, The Phoenix Police Helicopter followed the suspect as he continued to drive through side streets into south Phoenix crashing into multiple vehicles and committing additional violent crimes. This encounter ended after the man crashed a vehicle in the area of 10th Avenue and Dobbins Road. He was taken into custody unharmed and with no injury from gunfire. The officer involved in this incident is assigned to the Mountain View Precinct and has 19 years of service with the department. Conclusions about whether the actions of the officers are consistent with department policy and the law will not be made until all facts are known and the investigation is complete. An internal investigation by the Professional Standard Bureau is currently underway, in addition to a criminal investigation. Once the criminal investigation is complete it will then be reviewed by the Maricopa County Attorney's Office. Public records law required redaction of certain personal identifying information before video is released publicly. This is why you may see some parts of Body Worn Camera (BWC) blurred or covered with a black box. Redacted video is released to local media in conjunction with the release of this Critical Incident Briefing for independent review and publication. Complete, unedited versions of the BWC are released to attorneys and the courts as evidence in a criminal case.
