In an era of increased strategic technology-based competition, the United States needs to more fully engage the talent found across its population. Greater inclusion taps the talent of more Americans and gives them a stake in the innovation economy. In addition, as key features of the American innovation system, secure intellectual property, and a well-functioning market for venture capital play important roles in maintaining U.S. global economic leadership.
