The Supreme Court-appointed Central Empowered Committee (CEC) has arrived in Goa for its second round of consultations as part of its ongoing review of the proposed tiger reserve in the State. The Apex Court has granted the panel an additional week to finalise and submit its report. CEC member and retired IFS officer Sunil Limaye arrived in Goa on Sunday and is scheduled to meet the North and South Goa District Collectors along with senior Forest Department officials on Monday, November 17. He is also expected to visit the Cotigao Wildlife Sanctuary to assess ground conditions and interact with local residents. This visit follows the Committee’s earlier tour in October, during which Limaye inspected the Kalay forest region and held discussions with a wide range of stakeholders, including environmentalists, the Forest Department, the petitioner, and elected representatives from constituencies such as Valpoi, Poriem, Sanguem, and Canacona. During the Supreme Court hearing held on November 12, the Committee sought extra time, explaining that key documents from the Goa government and the National Tiger Conservation Authority (NTCA) were still awaited. It informed the Court that the report would be completed once the pending information is received. The Supreme Court has allowed a one-week extension for the CEC to file its report and granted three more weeks for all parties to submit their responses. The matter will now be taken up after four weeks. In July 2023 the Bombay High Court at Goa, ordered the State government to declare the Mhadei Wildlife Sanctuary and adjoining areas—identified by the NTCA and detailed in Forest Department plans—as a tiger reserve within three months. The State subsequently challenged this order before the Supreme Court. Until the matter is resolved, the Supreme Court has maintained status quo on all development activities in the areas proposed for notification as a tiger reserve.
