This episode 10 of "Voice of CIO" features a discussion with Andrea Ballinger, CIO at OSU, covering three critical areas for IT leadership: governance, funding, and people. Governance and Metrics: The conversation addresses the misconception that governance is about "policing" or slowing down transformation. Andrea Ballinger defines IT governance as a group of non-IT stakeholders who have a stake in the usability of technology at the institution. Their role is to help the CIO strategically determine where to invest their budget and project funding by identifying priorities. Upon arriving at OSU, Ballinger elevated the role of IT governance: She assembled a group of critical thinkers with mission-oriented visions who were comfortable arguing their cases. She successfully increased the governance group's importance by attaching funding to their core reason for being there. This shift moved the conversation from what an individual department needs to what the entire institution needs. The group helped establish the foundation for Key Performance Indicators (KPIs) by determining how to measure success if the CIO delivered on the group's vision. Cyber Resilience and Trust The discussion shifts to positioning cybersecurity as a strategic enabler rather than just "tick in the box" compliance. Ballinger advises CIOs to leverage an existing enterprise risk management (ERM) framework and "speak the language of risk," including risk assessment and risk appetite. In this framework, cyber is discussed as part of risk mitigation, helping to set up rules and frameworks that protect the institution while allowing for necessary activities. To balance robust security controls with a seamless user experience, she emphasizes tailoring controls based on the stakeholders and their risk appetite. For students, the risk appetite is low, so controls are more prescribed to protect them. For faculty doing research (the other extreme), an ecosystem is created for them to do their work, which may involve segregating the network. Funding and Financial Resilience Ballinger notes that financial prudence is often the most difficult path for CIOs and IT leaders. She encourages CIOs to: Understand where their money is going, not just in terms of vendors (like Dell or AWS), but in terms of service. A service catalog idea can map costs (people, tools, and time) to services. Align IT spending with the institution's priorities. This often requires the "courageous step" of cleaning up and reducing costs within the existing budget to reallocate funds. Create a sustainable "pot of innovation monies," suggesting 1% of the budget, to address unexpected costs and changes. Advocate for changing the structural funding model for IT, arguing that it should be viewed as an institutional expense and catalyst, making it a foundational priority that is funded "on top" of other allocations.
