Planting potatoes in the late summer could mean you are planting potatoes looking for a harvest nearer Christmas, Or it could be that you are planting in the fall in order to get an early spring potato harvest. The difference is that for Christmas potatoes you would plant 4-6 weeks before the first frost of winter. This allows the potatoes to grow almost to maturity before the ground gets really cold and they suffer from the frost. For Fall planting you would plant your tubers After or around the same time as the first frost when the ground temperature is too cold for the tubers to sprout. As the ground temperature rises above 50F in the coming Spring, then the tubers will start to sprout and give you an early harvest.
