Acceptance of the minutes of the January 23, 2024, meeting. Public Comment period – Any member of the public may make comments regarding issues pertaining to Lewiston City Government (3 minutes per speaker; maximum time for all comments is 15 minutes) CONSENT AGENDA: All items with an asterisk (*) are considered to be routine and will be enacted by one motion. There will be no separate discussion of these items unless a Council member or a citizen so requests, in which event, the item will be removed from the Consent Agenda and considered in its normal sequence on the Agenda. *1. Order Authorizing execution of Municipal Quitclaim Deeds for Real Estate located at 7 Orange Street, 9 Orange Street, 172 Old Bloody Hill Rd, 224 Central Avenue, 86 Summit Avenue, 16 Roslin Avenue, and 87 Sleeper Road. *2. Recommendations from the City Clerk/Registrar of Voters on actions necessary to conduct the Presidential Primary Election to be held on Tuesday, March 5, 2024. *3. Order, Allowing Notification of Special City Council meetings to be issued via electronic means. *4. Amendments to the City Business License Applications Policy regarding the terminology for lodging houses. REGULAR BUSINESS: 5. Public Hearing on a renewal application for a Special Amusement Permit for Live Entertainment for Rusty Bus Brewing Co., 120 Lisbon Street. 6. Public Hearing and Final Passage to amend the Administrative Ordinance regarding the committee structure of the Lewiston Public Art Committee. 7. Public Hearing on the City’s FY2025 Lewiston Capital Improvement Program. 8. Order, Authorizing the transfer of funds from Storm Drain Inspection to Storm Drain Repairs for Road Rehabilitation Projects in the amount of $300,000. 9. Order, Authorizing the City Administrator to execute a perpetual easement to allow for a parking area over the city waterline in Auburn for TAC Auburn, LP. 10. Order, To amend the American Rescue Plan Act (ARPA) Grant Program guidelines to use program funding to support a nonprofit agency to operate a warming center this winter in conjunction with the City of Auburn; to award funding to an agency; and authorize the City Administrator to execute an MOU with that agency. 11. Order, To fund the Mayor’s Independent Survey of Business Interactions with Code Enforcement in an Amount Not to Exceed $15,000 from the Misc. Services Account. 12. Reports and Updates. 13. Any Other Business Councilors or staff may have relating to Lewiston City Government. 14. Executive Session pursuant to MRSA Title 1, section 405 (6) (c) to discuss an Economic Development issue of which the premature disclosure of the information would prejudice the competitive bargaining position of the City. +15.
