The one we cleaned had some minor rust pitting and showed signs of abrasion (Or minor scoring to be precise) both on the upper shim and the main body. While we wouldn't recommend reusing said lifters in a high performance build they'll be fine for a budget road engine rebuild. Cleaning the rust with some extra fine steel wool is the crucial part and one must take care to remove all the various potrusions that could potentially harm the head or the camshafts.
