Koizumi and Putin get up, shake hands STORYLINE: President Vladimir Putin and Japanese Prime Minister Junichiro Koizumi on Friday condemned North Korea's withdrawal from a global nuclear arms treaty. However, the Russian leader said Pyongyang had left the door open for a resolution through negotiations. Koizumi and Putin expressed their opinions about the North's decision in a joint news conference following their summit at the Grand Kremlin Palace in Moscow. Their talks came a day after North Korea announced its decision to withdraw from the Nuclear Non-Proliferation Treaty, blaming what it said was US aggression. The North Korea issue hung heavily over the summit, which also brought pledges to forge closer ties and seek to end a persistent border dispute that has blocked the signing of a postwar peace treaty between Russia and Japan. After the summit, Putin and Koizumi signed an action plan they called a map for future relations. The 30-page document covered a broad range of issues, including a peace treaty and plans to develop natural resources in the Russian Far East, but contained few details and no time frames. During their news conference, the leaders also spoke about Iraq. Koizumi stated that both sides were in favour of UN inspections to continue and hoped the Gulf state would fulfill its international obligations.
