Report: On June 25, 2025, I was notified by Troop D Communications that St. Francis County deputies were engaged in an active vehicle pursuit on State Highway 261, traveling northbound toward Palestine. The pursuit then continued eastbound on Interstate 40. I responded to the area and intercepted the pursuit at mile marker 256, where I assumed the primary position. I observed a brown Chevrolet passenger car, bearing Arkansas license plate AVZ72U, traveling at a high rate of speed. Despite my emergency lights and sirens being activated, the suspect vehicle failed to yield and continued to flee, reaching speeds in the triple-digits. The driver exhibited reckless behavior, including failure to maintain lane control and weaving in and out of traffic, demonstrating a clear disregard for public safety. Shortly after taking the lead position in the pursuit, I executed a successful Tactical Vehicle Intervention (TVI) on the rear left portion of the suspect vehicle, causing the suspect's vehicle to rotate into the cable barrier owned by ArDOT. Which brought the pursuit to an end. The suspect was immediately taken into custody and identified as Jimmy Lee Manasco. A check through the ACIC revealed that Manasco's Arkansas driver's license was expired. A query of the vehicle’s registration in ACIC returned a status of unconfirmed insurance coverage, and no proof of insurance could be located. I then transported Manasco to the St. Francis County Detention Center. While at the St. Francis County Detention Center, I observed that Jimmy Manasco displayed signs of impairment, including watery, bloodshot eyes, slurred speech, unsteady posture with sagging knees, and difficulty walking. Manasco refused to submit to a Standardized Field Sobriety Test and declined to provide a urine sample after also refusing to sign the Statement of Rights. Manasco was then cited for the following charges: COUNT #1: FLEEING BY VEHICLE - IN VIOLATION OF ARKANSAS CRIMINAL CODE 5-54-125(d)(2), A CLASS D FELONY. COUNT #2: DRIVING WHILE INTOXICATED 2ND DRUGS - IN VIOLATION OF ARKANSAS CRIMINAL CODE 5- 65-103, A CLASS A MISDEMEANOR. COUNT #3: REFUSAL TO SUBMIT CHEMICAL TEST – IN VIOLATION OF ARKANSAS CODE 5-65-205 COUNT #4: RECKLESS DRIVING – IN VIOLATIONS OF ARKANSAS CRIMINAL CODE 27-50-302(a)(2) COUNT #5: SPEEDING MORE THAN 15 OVER THE LIMIT – IN VIOLATION OF ARKANSAS CODE 27-51-201 COUNT #6: NO DRIVER’S LICENSE - IN VIOLATION OF ARKANSAS CODE 27-16-602 COUNT #7: NO LIABILITY INSURANCE – IN VIOLATION OF ARKANSAS CODE 27-22-104
