IDA is the World Bank's fund for the 81 poorest countries in the world. On the relevance of IDA for development finance... "The difference between IDA and other sources of financing is that IDA has a component of grant and loan, and it targets the very poor - the women, the children, it targets to address the issue of efficiency and quality in socialization, it is timely, and in terms of releases." "With IDA, as members of Parliament you can appeal for review and reappraisal of the project if it the project is not performing well. And the interest rate is low compared to others, because of the grant and the loan component. " On accountability... "IDA support to the budget has stages. We must see that at the stage of implementation, the portfolio, and the releases [of funds] are on time, and the intended beneficiary gets value for money. So we have to do timely monitoring, evaluation, followed by the audit report by the supreme audit institution, so that everybody's on board."
