When Kenyans passed the constitution in August last year it was heralded as a defining moment, a moment when the country stood on the hilltop of democracy and on the precipice of a new course, but this was just the beginning. A few months to the anniversary of this new birth it emerges that we are not doing that well, at least on the implementation front. So, just who is to blame? Over the past week, blame has been apportioned to parties and even the Speaker of the National Assembly who is supposed to be non-partisan. So who is fooling who? Here's Willis Raburu with this week's edition of truth meter.
