(13 Feb 1995) English/Nat The Yugoslav War Crimes Tribunal in The Hague indicted 21 Serb suspects for crimes against humanity Monday in an attempt to jump start the first international war crimes trials since the Second World War. The indictments relate to the Omarska concentration camp in the Prijador region of north-western Bosnia where all the victims were Croats or Muslims. Only one of the suspects is in custody, raising doubts as to whether the other 20 will ever be tried. The tribunal, set up in 1993, has so far failed to get anyone on the witness stand who is alleged to have committed war crimes. But it hopes that will change with Monday's indictment of 21 Serbs. SOUNDBITE: "All the accused served at one time or another in the Omarska camp which is near Prijador. This camp was the scene of the confinement of three thousand Bosnian Muslims and Bosnian Croats." SUPER CAPTION: Dominique Marro - Tribunal Acting Deputy Registrar If convicted, the concentration camp's commander could face the rest of his life behind bars. SOUNDBITE: "There are three counts of genocide against the commander of the camp, Zeljko Maekic. He is also charged with a total of 20 counts in the indictment. In addition there are a total of 91 individual counts of grave breaches of the Geneva Convention of 1949, 90 counts relating to violations of the Customs and Laws of War, in other words known as war crimes, and 91 counts of crimes against humanity." SUPER CAPTION: Graham Blewitt - Tribunal Deputy Prosecutor Military leaders in the Balkan conflict may also face prosecution. SOUNDBITE: "It is important to realise that the evidence for these indictments relating to Prijador, and four other indictments focusing on crimes committed in other areas, will establish a pattern of atrocities which, as Judge Goldstone pointed out today in his press release, will show a policy of ethnic cleansing. And at the very least leaders in positions of authority will be held accountable for failing to take action to prevent those crimes from being committed." SUPER CAPTION: Graham Blewitt - Tribunal Deputy Prosecutor. The tribunal is patterned after the post-war trials at Nuremberg and Tokyo. But those tribunals were organised by the victors, with most major suspects in custody. And with the Bosnian conflict still ongoing, the Yugoslav War Crimes Tribunal has little chance of bringing atrocity suspects to book.
