This GFC masterclass offered a compelling deep dive into how governments could navigate the turbulence of the coming decades. Jaana Tapanainen-Thiess revealed how Finland had been building future resilience through the world’s most ambitious whole-of-government foresight process. Participants were invited to explore the forces that shaped Finland’s long-term operating environment - and to discover how uncertainty might have unfolded toward 2045 through four scenarios blending geopolitical shifts, technological disruption, economic transformation, social change, and environmental pressures. But it went beyond scenarios. Jaana also opened the hood on Finland’s unique foresight process. She shared its wide expert participation, bold use of wild cards to challenge assumptions, and insights drawn from nationwide citizen dialogues. She also presented examples of how ministries had already applied the joint foresight to shape policy and strengthen preparedness. Seeing how a government turned foresight into action - and how strategic anticipation supported both the Government and Parliament while strengthening preparedness across the state administration - this masterclass offered a clear and compelling example. Jaana Tapanainen-Thiess is the Secretary General of the Government Report on the Future, Government Foresight Group and the Ministerial Foresight Panel in the Prime Minister's Office of Finland. Ms Tapanainen-Thiess is the Sherpa for Finland in the EU-wide Foresight Network. Ms Tapanainen-Thiess is an Advisory Board Member of the World Economic Forum Global Foresight Network and Executive Board Member of the World Futures Studies Federation. She is a former Advisor at the Prime Minister’s Office of United Arab Emirates. Ms Tapanainen-Thiess leads a whole-of-government scenario work looking 20 years in to the future with all ministries in cross-governmental collaboration as part of the Government Report on the Future. It identifies important issues for long-term decision-making and forms the futures dialogue between the Government and the Parliament. The Prime Minister of Finland presents the Government Report on the Future to the Parliament. The scenario process creates the foundation for the joint and continuous foresight of the ministries and continuous monitoring of the operating environment. The operational environment analysis supports the strategic decision-making of the whole government and ministries. It is feeding to Government mid-term review and strategy sessions, for risk management, situational analysis and crisis management, for strategic planning and decision making in ministries. Ms Tapanainen-Thiess is an expert in strategic foresight and has extensive experience in conceptualizing and implementing high stakes strategic foresight projects to support decision-making in numerous projects for both private and public sector globally. Her special expertise is scenario-based strategy work. She has managed scenario projects for various Governments and blue chip companies globally e.g. in the banking, chemical, energy, metals and mining sector/industries. Ms Tapanainen-Thiess has a Master of Business Administration from Northwestern University (USA) and WHU – Wissenschaftliche Hochschule für Unternehmensführung (Germany) and a Bachelor of Business Administration and HEAO-CE double-degree from Finland and the Netherlands. She has also studied in Hong Kong University of Science and Technology (Hong Kong), Tel Aviv University (Israel), University of Zaragoza (Spain), University of Houston (USA) and Onslow College (New Zealand). Native of Finland, Jaana has lived abroad over 25 years. She has studied and/or worked in the United Arab Emirates, Germany, the Netherlands, New Zealand, Belgium, Spain, the United States, Hong Kong and Israel.
