कुलमान घिसिङः उज्यालो नेपालका नायकको अँध्यारो यात्रा || Downfall : Journey of Kulman Ghising || कुलमान : उज्यालो अभियन्ताको अँध्यारो यात्रा काठमाडौं- नेपाल विद्युत् प्राधिकरणका कार्यकारी निर्देशकका रूपमा कुलमान घिसिङ नेपाली जनमानसमा ‘उज्यालोको नायक’ का मानक थिए । दशकौँदेखि नेपालीलाई सताएको लोडसेडिङ अन्त्य गरेर उनले नेपाल विद्युत् प्राधिकरणको नेतृत्व गरेनन्, राज्यको असफलतामाथि आशाको बत्ती बालिदिए । प्राधिकरणमा नियुक्ति र पदमुक्त गर्दा चर्चाले उचाइ पाइरहेका बेला जेन्जी आन्दोलन पछि बनेको अन्तरिम सरकारमा घिसिङको इन्ट्री भयो । उनले आफ्नो जीवनकालमा समय दिएको प्राधिकरणको तालुकदार ऊर्जा मन्त्रालयको नेतृत्वमात्र पाएनन्, विकाससँग जोडिएका सहरी विकास र भौतिक पूर्वाधार मन्त्रालयको बागडोर सम्हाले । प्राधिकरणको नेतृत्वमा रहँदा पाएको उचाइले घिसिङलाई पार्टी खोल्न प्रेरित गर्‍यो । आगामी निर्वाचनमा उनले पृष्ठभूमिमा रहेर राजनीतिक यात्रा सुरू गरे पनि धेरै उतारचढाव व्यहोर्नुपर्‍यो । घिसिङको आजसम्मको यात्रालाई एकपटक स्मरण गरौं । प्राधिकरणकै कर्मचारी घिसिङ चिलिमे हाइड्रो पावरको प्रबन्ध निर्देशक भएर लामो समय काम गरेका थिए । उनले चिलिमेकै आम्दानीबाट तीन वटा अन्य आयोजना निर्माण सुरु गरेका थिए । ती आयोजनाको निर्माण तिब्र गतिमा अघि बढाइरहेकै बेला तत्कालिन उर्जा मन्त्री राधा ज्ञवालीले घिसिङलाई सरुवा गरेर प्राधिकरणको केन्द्रीय कार्यालयमा सरूवा गरेकी थिइन् । उनलाई चिलिमेबाट सरुवा गरेपछि रसुवामा आन्दोलन समेत भयो र घिसिङ राष्ट्रियस्तरमा चर्चित भए । शेरबहादुर देउवा सरकारले उनलाई प्राधिकरण प्रमुखमा नियुक्त गर्‍यो । २०७५ सालमा तत्कालीन प्रधानमन्त्री केपी शर्मा ओली नेतृत्वको सरकारले कुलमान घिसिङलाई नेपाल विद्युत् प्राधिकरणको कार्यकारी निर्देशक पदबाट हटायो। सरकारको निर्णयप्रति व्यापक विरोध भयो। सामाजिक सञ्जालदेखि सडकसम्म ‘कुलमान हटाउन पाइँदैन’ भन्ने आवाज गुञ्जियो। कुलमानको प्रशासनिक यात्रा राजनीतिक यात्रामा मोडिन थाल्यो। As the Executive Director of the Nepal Electricity Authority, Kulman Ghising was a symbol of the 'Hero of Light' among the Nepali people.He did not lead the Nepal Electricity Authority by ending the load shedding that had plagued Nepalis for decades, but rather lit a candle of hope over the state's failures. The height he gained while leading the NEA inspired Ghising to start a party.
