ROC Bunker Explore, stuff left behind.

We were lucky to find this bunker open and in great condition, with a few relics left behind. These posts were created during the 1960's when there was thought to be a threat of a nuclear strike. This one wasn't used for long, it opened in 1960 and was closed in 1968. I found out that the little blocks in the tins are firelighters. Does anyone know what the handle at the bottom of the shaft is? My partner thinks it's a water pump in case of flooding Some posts were active into the 1990's.
