There are multiple stages of the ballot initiative process in the Commonwealth of Massachusetts. One of which includes an opportunity to testify before the Special Joint Committee on Initiative Petitions. The Committee invites experts, proponents and opponents of each ballot initiative to give testimony. On March 3, 2026, the Committee invited State Auditor Diana DiZoglio to give testimony on a proposed ballot question that would subject the Massachusetts Legislature and Governor's Office to the Public Records Law. The public is also invited to participate in these hearings. Following the hearings, the Legislature can pass the measure, propose a substitute, or take no action. If the Legislature does not pass the measure as filed before the first Wednesday in May, the petitioner must then collect 12,429 more signatures and file them with local election officials for certification 14 days before the first Wednesday in July and with the Secretary by the first Wednesday in July. After enough signatures are filed, the measure is then placed on the ballot for the next statewide general election.
