The discussion on BSFC in this video is only intended to clarify the concept of an engine needing power to turn itself and operate the subsystems it needs to run (cooling, oil pump, fuel pump, etc.). Thus you could have two engines with the same amount of propulsive horsepower while one needs to burn a lot more fuel to do it. An engine with a BSFC of .5 is burning more fuel to make each horsepower than one with a BSFC of .4. The exact definition of BSFC is on screen if you need it.
