Once complete, the 489 km (304 mi) long, 1,676 mm (5 ft 6 in) wide gauge all-weather track is stipulated to reduce travel time from New Delhi to Leh to 10 hours. The railway is to pass through seismic zone IV and V at an elevation of 600 m (2,000 ft) to 5,360 m (17,590 ft) above sea level. The line, with a total length of 489 km (304 mi), including the 13 km (8.1 mi) Leh-Sasherthang rail link, will cost ₹99,000 crore (~US$12.4 billion). This includes ₹62,000 crore (~US$7.75 billion) for 62 tunnels totaling 270 km (170 mi) in length, 114 major bridges, and 90 minor bridges. The project requires the acquisition of 1,100 ha (11 km2) of land, of which 26% is forest land, at a cost of ₹11,500 crore (~US$8.5 billion). 150 km (93 mi) of approach roads will be constructed.[3] The construction phases are: Phase 0: Bhanupli to Barmana in Bilaspur, 63.1 km (39.2 mi) long link connecting Ladakh to Indian railway network at existing Bhanupli station of Ambala-Sirhind-Una rail line.[3] As of February 2022, the expected completion date for this track is 2025. Phase 1: Barmana to Mandi Phase 2: Mandi to Manali Phase 3: Manali to Upshi Phase 4: Upshi to Leh Phase 5: Leh to Sasherthang 13 km (8.1 mi) link, included in the project at the request of the Indian military. Indian Railways is eager to introduce rail lines between New Delhi and Ladakh to connect both. For the same reason, the work has been accelerated on the important Bilaspur-Manali-Leh rail line. With the completion of the location survey of the first phase, it is expected that the final survey will be finished in 30 months. Thereafter, a detailed project report will be finalized. Railways has suggested to declare it as a national project. The reason for the same is that the project is the most difficult one commenced by the railways till date. This is said after considering the given terrain over which the tracks have to be laid. Further, Railways has also proposed to immediately start the construction work on the 51 km stretch between Phe in Leh and Upshi in Himachal Pradesh. The strategically crucial Bilaspur-Manali-Leh rail line project has received approval from the Finance and Defence Ministries, bringing the ambitious project one step closer to reality. The proposal has now been sent to the National Security Advisor (NSA) for further approval, after which it will be forwarded to the Prime Minister’s Office (PMO) for final decisions on the budget allocation and project commencement. The rail line, which is expected to significantly enhance connectivity to the remote regions of Himachal Pradesh and Ladakh, will be constructed in four phases. The first phase will span from Bilaspur to Mandi, followed by Mandi to Manali, then from Manali to Upshi, and the final stretch from Upshi to Leh.
