The transport cooperation between Namibia and its "sister country" Uganda remains a notable example of Pan-Africanism, centered on sharing best practices in road infrastructure and regional connectivity. Hon. John Mutorwa, the Deputy Prime Minister and Minister of Works and Transport of Namibia, has been a key proponent of these efforts. Key Areas of Transport Cooperation • Benchmarking Namibia’s Road Network: Uganda has actively sought to emulate Namibia's road infrastructure, which is recognised for its excellence at both continental and global levels. Ugandan delegations have visited Namibia to study their methods for road network planning, implementation, and maintenance. • Pan-African Infrastructure Integration: Minister Mutorwa has consistently advocated for developing transport corridors to unite African nations. He emphasises that infrastructure such as roads and maritime ports (e.g., dry ports at Walvis Bay) is essential not just for Namibia but for connecting and industrialising the broader African economy. • Aviation Collaboration: Mutorwa has called for African states to prioritise aviation development through initiatives like the Single African Air Transport Market (SAATM). He views seamless integration of airport infrastructure as a foundation for continental economic activity and recovery. • Shared Best Practices: While Uganda has focused on learning from Namibia's road maintenance, Namibia has also utilised these bilateral engagements to learn from Uganda’s own transportation best practices, characterising the relationship as a mutual success. • Role: Hon. John Mutorwa serves as the Deputy Prime Minister and Minister of Works and Transport. He was appointed to the dual role in February 2024 by President Nangolo Mbumba. • Strategic Vision: His leadership focuses on sustainable mobility and the "2nd Decade of Action on Road Safety," aiming to reduce traffic deaths through holistic transportation system improvements. • Regional Connectivity: He recently inaugurated the Impalila docking jet (March 2025), a project designed to unite Namibia with neighbouring countries through shared infrastructure.
