How to make an entrepreneurial State: why Innovation needs bureaucracy

Can a bureaucracy be innovative, or is it destined to be a mere procedural obstacle? Challenging the widespread assumption that the State is slow and risk-averse, Professor Rainer Kattel (UCL) argues that technological and social innovation fundamentally depends on the design and quality of public organizations.
