I completely understand that ban of social media in Russia is nothing in comparison with what is going in the world right now. It was aloud to call for violence against Russians and Russian soldiers 👉🏻On March 14th Instagram was blocked in Russia 👉🏻On March 21st Russian Prosecutor General announced Meta an extremist terroristic organization banned on the territory of Russia. At the same time using Instagram is not against the law. Nevertheless you can go to the jail (for more details watch video) 👉🏻VPN services work in Russia at the moment. But 20 of them were already banned by the government 👉🏻YouTube still works in Russia but nobody knows for how long.
