Xbox Scammer Gets MAD and Schools Me (Xbox Hack Scam)

I found a gentleman in a random MW lobby who I thought was hacking in the game. I thought he was hacking because someone accused him of hacking, I saw him locking onto someone through a wall, and his profile revealed that he was selling $25 tools over Xbox Live which were bascially unlock hacks for the game. My skepticism grew once I saw it. But it turned out he wasn't hacking. So I apologized to him for that because on this channel, we never accuse any player of hacking/cheating without any evidence. I did not have direct evidence, just assumptions which I based to think he was hacking. According to him, the tool was used to scam kids on Xbox Live. Later on, he added that it wasn't for money, just bundles and other in-game items. I was playing Modern Sweatfare as a level 1 to waste some time, as I was waiting for some friends to get on so we can enjoy an actually good game of Left 4 Dead 2. So I was pretty much bot walking and pretending to be an absolute level 1 for reactions. It was fun as I got some great reactions. Eventually, I ended up in a game where I found the Xbox scammer. After hearing a random in the game accuse him of hacking, I shifted into active listening. I started looking at his killcams and final killcams of the game to see if he can possibly be hacking. Any possible aimbots, rapid fire mods, no recoil mods, etc. I'm not an avid player of MW, so I don't know much about hearing footsteps through walls or being able to predict a bunny hop or whatever sweaty method that is popular in the game. Aside from that, I saw this gentleman shoot someone through a wall which looked like he was locking onto him with the help of some software or at least he was able to see the outline of the enemy. Just some basic modding that cheaters have been caught with on this game. And considering I play normal games and not overly competitive games, I don't usually see people locking onto the target like that. I looked on his Xbox profile and noticed he posted a Looking for Group where he was offering tools for a price over the game. Considering it is modified content, profiting off of it is a big no-no. I confronted him about it and he openly admitted that it's called "scamming" not "hacking." He was either indeed scamming kids on Xbox or he lied about the scamming to hide the fact that he had access to modified content. Whatever the case is, I don't have any strong evidence that would prove if he was hacking or just scamming. I reminds me that real evidence is needed when accusing someone of hacking. His explanation of the Xbox scam did not necessarily add up because he said different things which contradicted one another. Once again, I don't any evidence to prove which explanation was true.
