The designer intended it for use by a specific group The designer is a business ands the tartan is part of their branding The tartan is owned by a governmental agency Occasionally all that is required to get the tartan is to write to the owner for permission. But for the sake of this chat, the lads thought of tartans they know there is pretty much no chance of them ever owning.
