Professor Jeff Brantingham (UCLA) Title: Managing Contradictions in the Fair Allocation of Policing using Place-based Crime Prediction Abstract: What constitutes fair policing is challenging to establish in part because of the contradictory demands placed on police. For instance, quality-of-life crimes such as public intoxication, loud parties, loitering and littering always top the list of what the police get called about, but aggressive policing of such crimes also frequently tops the list of what communities find most unfair about policing. Procedural fairness in individual police-citizen interactions often improves perceptions of police legitimacy. It is less clear how to fairly allocate the benefits and burdens of policing across space and time. This talk explores how to build fairness directly into place-based crime prediction, including controls for race-based patrol exposure and crime clearance parity. Such approaches may help balance some of the contradictions in the fair allocation of policing, but sometimes with tradeoffs that may not be acceptable to police or communities.
