Seven circles shaped the parliamentary scene: 1. A tightly managed sectarianism from above. 2. The exclusion of 737 individuals for political motives (a third of them Ba’athists). 3. Regional balancing between Tehran and Washington. 4. Sectarian rhetoric was administrative, not mobilizing. 5. Sectarian memory was used as an electoral control tool to set the ceiling of participation within each community. 6. Sunnis were not allowed to enter as they did in 2021. 7. Shiite objectors cannot find any legal channel to run. 8. Preventing the rise of new forces that could disrupt the existing balance. 9. Redrawing the geographic map of the provinces to ensure the dominance of traditional, i.e., loyal, lists. 10. Creating a ready-made dispute card for after the vote, to have the same effect it had before the vote. 11. This is an unprecedented political filtering process that granted the Commission discretionary authority similar to that of Iran’s Guardian Council. 12. The electoral environment can be reshaped with a single decision, which may be forthcoming. 13. This is a sword hanging over the major traditional lists. It means they are capable of bringing down more than one list at any moment, clipping the wings of any Sunni list, removing any dissenting Shiite, or altering the balance in Baghdad, Kirkuk, or Mosul, all to control parliament before its birth. 14. The Shiites entered divided and will return united. The Sunnis are playing within Iran’s balance without imposing any will of their own, as they are not permitted to threaten the Shiite house. 15.
