🏛️ Village Council Meeting Summary Date: January 13th, 2026 Location: Village of Elsie Council Chambers 🌳 Parks & Community Projects Hero Park Scripture Bricks installation is on hold due to weather. One brick was installed last week. 26 bricks are ready for installation once weather improves. 👥 Council Committee Appointments Council committee assignments were updated for 2026, including: Budget Streets Cemetery Parks Hero Park Ambulance Personnel Brownfield Redevelopment No objections were raised, and appointments proceeded as nominated. 💼 Clerk/Treasurer Appointment Kelsey Kelly was unanimously approved as Clerk/Treasurer. She is currently part-time, working Mondays and Wednesdays. Has been training with Woodhill Group and assisting with: Accounts payable Water billing Community interactions Council praised her performance and community engagement. 🚓 Police Department Report 7 traffic stops conducted this month. 27 calls for service, down from last month. 160 total work hours logged. Activities included: Traffic enforcement Civil disputes One domestic call Community policing Axon body cameras have been received but are not yet in service. Zoning enforcement continues with two active applications. Ordinance updates are underway with additional meetings planned. 🏗️ Manager’s Report & Grants Monthly meeting held with *Michigan Treasury* and Woodhill Group. Treasury is reviewing continued funding for Financial management support Potential *part-time grant writer* DWSRF Water Grant: Council approved a *$28,000 engineering expenditure* to advance the application. Project includes potential new well placement and long-term iron removal improvements. Fire Hydrant Replacement Grant: Proposed replacement of aging hydrants (many dating back to 1938). RFPs opened for upcoming **financial audits**. Discussions ongoing regarding: Redevelopment of *140 Maple Street* Economic reuse of the former Leer plant property LEAP/MEDC programs for long-term planning 🚧 DPW (Public Works) Update Additional water meters installed (school, gas station). Lift station repairs ongoing; replacement motor pending. New *water main break* reported on West Green Street.
