The itemized expense totaled $6 million. The administration said that these purchases were necessary in accordance with the "Cyber Security Law" and Xi Jinping’s speech at the 19th National Congress about “firmly controlling the leadership of ideology work.” Zhongshan is a prefecture-level city in the south of the Pearl River Delta in Guangdong province, with a population of over 3 million. That means that roughly $2 per person is used for this local-level online control, on top of national programs. Zhongshan News: 3,900,000 Yuan (about $600K) The Zhongshan Cyberspace Administration Office invested 3,900,000 Yuan and contracted Guangdong Zhongheng Management Consulting Company to procure the “Zhongshan News” service. "Zhongshan News" is the new government media of the Zhongshan Municipal Government of the CCP, including Weibo, WeChat, and other mobile clients. It has developed rapidly, and the Zhongshan Cyberspace Administration claimed that 1 in every 4 Zhongshan residents was a fan of Zhongshan News and placed it among the top influential governmental WeChat accounts. Special Information Service: 700,000 Yuan (about $100K USD) Used to monitor online public opinion. Since 2015, the Propaganda Department of the Zhongshan Municipal Party Committee has been collecting, analyzing, and reporting various sensitive information related to the Zhongshan City from the Southern Press Media Group through their public opinion platform. Online Law Enforcement Evidence Collection System: 400,000 yuan (about $60K) The report reveals that any individual or enterprise under the CCP's rule is obliged to "provide evidence truthfully" to the authorities. Current political commentator Li Linyi said that the document from the Zhongshan Cyberspace Administration confirmed that the CCP would indeed require any individual or organization in China to provide various electronic data in the name of "investigation and evidence collection." Li Linyi believes that all Chinese apps, including TikTok, WeChat, and QQ, are no exception, because app developers are under the jurisdiction and control of the CCP, and all data obtained by Chinese apps are the subject of "investigation and evidence collection" by the CCP. Network Security and Emergency Management: 370,000 yuan (about $55K) The Zhongshan Cyberspace Administration commissioned third parties to carry out network security inspections, assessments, and emergency drills, including quotes from the Venustech Group, Guangzhou Jingyuan, and Zhongshan Jiete. Cybersecurity Support Services: 200,000 Yuan (about $30K) Zhongshan Cyberspace Administration has invested 200,000 yuan to entrust the Guangdong Branch of the National Computer Network and Information Security Management Center to provide cybersecurity support services. It is worth mentioning that although the documents show that the CCP’s Cyberspace Administration of China purchases security services to prevent cyber attacks, numerous notorious hacking organizations and cyber-attacks are related to the CCP, such as the once-famous "APT (Advanced Persistent Threat)" attack according to research reports by international security companies. Party-Building Cloud Platform: 230,000 Yuan (about $35K) The "Zhongshan Internet Industry Smart Party-Building Cloud Platform Construction and Operation Contract" signed by the Zhongshan Cyberspace Administration Office shows that it has invested 230,000 yuan with Guangdong Duanmei Media Company to build and operate the "July 1 e-space" Party-building cloud service for the Zhongshan City.
