It is hard to find in European competition community a person with a more senior enforcement role and more strategic vision than Andreas Mundt. He has been President of the German Bundeskartellamt (Federal Cartel Office) since December 2009. In this detailed interview we have scrutinised a number of the most appealing issues on the recent tectonic reforms in German competition law, on the broader strategic goals of digital competition law & policy, on the first post-reform cases, on the relationship with EU law and many-many other important topics. More specifically, the interview addresses the following issues: • from axiomatic, formulaic, responsive competition enforcement to a more proactive, strategic competition policymaking • what are the goals of digital competition policy • and more importantly how to achieve these goals • competition as a market-opening tool • competition and fairness • aggressive, harmful competition • digital ecosystems • gatekeepers as quasi-public utilities • competition and consumers • competition and choice • competition policy: holistic or patchwork • gatekeepers and divestiture • gatekeepers and data • the latest in Meta case • the latest in Google data case • the length of the procedures • reforms of German competition law • do different undertakings of paramount significance for competition across markets respond differently to the new rules? • regulatory dialogue • getting to the core of the business case almost always triggers a challenge • Bundeskartellamt and changing undertakings' business models • behavioural and structural remedies • privacy and competition • the phenomenon of “strategic partnership” and other hybrid forms of intense cooperation • the DMA and Bundeskartellamt • recommendation to students These and many other issues have been discussed with Andreas Mundt. --------------------------- The Digital Markets Research Hub is an independent academic initiative aiming at scrutinising the functioning of competition/regulation in digital markets.
