The rims and are usually wider so wider tires will fit. 28” is an older term that is still used in some parts of the world. 26 inch wheels measure 559 mm ISO. When tires are installed 26” wheels measure 1-2” smaller in diameter than 700c wheels. This wheel size is common on older mountain bikes from the 80s to the early 2000s. These wheels are also common on smaller framed bikes as well as hybrids. Another wheel size that you may come across is 27 inch. These are not the same as 26” or 700c.
