We introduce a real life case for simulation study in this Episode: the design of a traffic intersection at 15th Street and Sage Avenue in Troy, NY. The design question is simple but fundamental: If an intersection has right-turn-only lanes, then should the intersection always allow for right-turn-on-red in order to reap the benefit of this design? Two models are built to help answer this question: the Intersection with Right-Turn-Only lanes (the status quo) and one without. The performances of these two df designs are evaluated under two policies, respectively: allowing for Right-Turn-on-Red, and disallowing. The study found that Right-Turn-Only lanes do not appear to make much difference when Right-Turn-on-Red is disallowed. An integrated model consolidating the representation of different traffic streams is also introduced, This model illustrates some advanced modeling techniques using data arrays. Arena Process Analyzer is employed to determine the optimal timing for traffic lights, and Output Analyzer for comparison of these two models' performances. Knowledge of Episodes I and II are assumed, and additional knowledge from other Episodes would help.
