(23 Feb 2026) RESTRICTION SUMMARY: ASSOCIATED PRESS New York – 23 February 2026 1. Family walking outside building during the storm 2. Utility workers and manhole where underground electrical fire was reported 3. Wide of firefighters at the scene STORYLINE: Residents of a Brooklyn apartment building were forced to evacuate during the snowstorm Monday as firefighters, utility workers and police responded to carbon monoxide from an underground electrical fire caused by seeping road salt. A woman hoisted a young child into her arms wrapped in a blanket as she stepped out of the lobby into the blowing snow, accompanied by a man with a meowing cat inside a pet carrier. Nearby, acrid white smoke billowed from a manhole. Another resident, Eric Moultrie, said the underground fire has been smoldering since before Monday’s storm, and eventually caused a power outage that morning. “I heard some like, loud buzzing and banging and the lights were all flickering and going on and off,” he said, standing in the snow. He said the building in the Flatbush neighborhood has around 70 apartments. Firefighters at the scene said it’s common for winter road salt to get into underground utility equipment, triggering electric sparks that burn the cables’ insulation and can release carbon monoxide. -- AP video shot by: Drew Callister. =========================================================== Clients are reminded to adhere to all listed restrictions and to check the terms of their licence agreements.
