The aim is to alleviate congestion on the runway. Fukuoka Airport is expected to see a record number of passengers of approximately 24.94 million in fiscal 2023, ranking fourth in the country after Haneda, Narita, and Kansai International Airports. The number of takeoffs and landings (excluding helicopters) is 179,000 per year, the highest number of takeoffs and landings per runway in Japan, making it the most congested airport in Japan. The second runway is generally used for international takeoffs. However, the distance between the two runways is only 210 meters, so they cannot take off and land at the same time. This distance was chosen because a large-scale expansion of the land would be required to create a wider distance. As a result, the number of takeoffs and landings (processing capacity) that can be stably operated on the runway will only increase by about 6.8% from the current 176,000 per year (38 per hour) to 188,000 per year (40 per hour).
