In 1941, when the occupation of Yugoslav territory reshaped the Balkans, the Ustaša – Hrvatski revolutionary movement under Ante Pavelić – emerged and proclaimed the Independent State of Croatia. Within weeks, that regime launched a state‑directed campaign to eliminate Serbian, Jewish and Roma communities, as well as political opponents, without concessions or legal process. Its radical ideology combined Croatian ultranationalism, ethnic intolerance and collaboration with Axis powers, but the ferocity surpassed even the era’s norms. Victims were targeted by origin and religion while the state terror apparatus acted with systematic speed. The planned extermination revealed that a smaller regime could unleash uncontrollable violence that shocked even its allies. Yet, by war’s end, that chapter—so devastating and little known—was relegated to obscurity amidst the grand narratives of the conflict.
