Public services have traditionally strived to be "efficient". But what if efficiency has actually made public services more ineffective and inhumane? This animation was commissioned by a group of researchers and public sector administrators who want to reform the way we (in the UK) commission and deliver public services. The key idea is that when you are trying to solve a complex problem like homelessness or obesity, you should not try to solve them with simplistic efficiency focused solutions, but use practices that can deal with the complexity of the issue. So, instead of striving for a "Tayloristic" process with a focus on efficiency (and more suited for a factory production line), you should use complexity friendly practices like Human Learning Systems where the focus is on effectiveness. The example in the video is homelessness, but the same principles apply to other complex problems. This is the long version of the video.
