Exterior of president's office with guards STORYLINE Russian President Dmitry Medvedev was in Kiev on Monday, on the first of a two-day visit to Ukraine, to boost ties between the two ex-Soviet neighbours. Medvedev was officially greeted by Ukrainian President Viktor Yanukovych outside the presidential office in the capital, with guards of honour drawn from all branches of the Ukrainian armed forces. The two leaders were expected to sign a border demarcation agreement and several other deals. Yanukovych has advocated stronger ties with Russia, reversing attempts to decrease Moscow's influence by his predecessor, the west-leaning Viktor Yushchenko. Both men made clear their determination to turn over a new leaf in Russia-Ukraine relations. "We could make, during this short period of time, mutually beneficial decisions, which are in the national interests of our countries and in keeping with the moods of the Ukrainian and Russian peoples, because people have been waiting for a long time for our countries to remove the strange complicated tone from our relations," said Yanukovych, remarks echoed by Medvedev. Last month, Yanukovych signed a deal allowing Russia to extend its lease of the Black Sea Port of Sevastopol for 25 years after the current agreement expires in 2017. Russia rewarded Ukraine with deep discounts for natural gas. Russia also has proposed a merger of its state gas monopoly, Gazprom, and Ukraine's Naftogaz, but no agreement on that is expected to be signed during Medvedev's trip, and Yanukovych said last week that he did not support Russia's proposal. Russian Prime Minister Vladimir Putin proposed the merger, seemingly catching the Ukrainian government by surprise. Since Gazprom dwarfs Naftogaz, a merger would essentially give Russia control of Ukraine's gas pipelines and the transit of gas through Ukraine to Europe. About 20 percent of the gas consumed in the European Union is transported across Ukraine, and Yanukovych has stuck to previous plans for the European Union to be given a role in modernizing Ukraine's pipeline system.
