(12 Nov 1994) Eng/French/Nat . A human rights group has hit out at conditions inside a jail in Rwanda that houses thousands of people accused of war crimes. Nearly five thousand men and women are packed into Kigali Jail, facing the death sentence. But many inmates claim they are being held on false charges. APTV has been inside Kigali Jail. . Kigali Jail is a hangover from Belgian colonial rule built to house only a few hundred. Today, it holds four-thousand-seven-hundred men and women. Many are accused of atrocities which led to death of half-a-million in Rwanda's three-month civil war. The vast majority are former government soldiers and Hutu militia who maintain their innocence to charges of murder. SOUNDBITE French (0.14) "I was arrested just like that, it is as simple as that, I have never committed a crime" Super: KAWA JUPIT prisoner Some express grave concern about a move by the country's vice president Major General PAUL KAGAME to introduce the death sentence. SOUNDBITE: English (0.16) " The vice president must be logical with himself. Well there are many people who died in April last, this year, but it was because of war. People killed themselves. " Super: JOEL HAKIZMANA, Prisoner Conditions are so cramped inside, visits by friends and loved ones are conducted outside the prison walls under tight security. Prisoners rely on the daily visits for food and essential items because the government has no money to provide them with the very basics like blankets and soap. Human Rights experts are questioning how long some of these prisoners may have to wait before they can be given fair trial. SOUNDBITE English (0.24) "Well I think the obvious fact that stands out, is that the prison is desperately overcrowded. And what this points to is that the scale of the need, the need for resources in the judicial system and the prison system to cope with the fact that there are so many people who stand accused of these crimes who need to be brought to justice. The scale of the problem is, is far greater than the resources that have been made available for the government of Rwanda to help them deal with it." Super: ALEX deVAAL Africa Rights The Patriotic Front which runs Rwanda's new government is also taking affirmative action against its own soldiers alleged to committed reprisal attacks. SOUNDBITE: English (0.24) " For those implicated in the acts of violations of humanity, of human rights, we think there should be a process to see them tried before the courts of law. We think even our own soldiers who've been involved in such acts should be answered. " Super: Major General PAUL KAGAME Vice President It could be years before the prisoners are tried in a court of law through a proper judicial process. Disease threatens the weak, their day in court may never come.
