The Martin Luther King Blvd. at Howard Street Corridor Improvements Project (TR11317) is a finalist in the Modal under $5 Million category for the 2024 Maryland Quality Initiative (MDQI) Awards. Originally envisioned as part of Baltimore City's contribution to the State Center redevelopment, this project moved forward independently to reconnect neighborhoods through significant safety and accessibility enhancements. Key improvements include: Installation of bicycle lanes linking existing and future bike networks Reconstruction of sidewalks and traffic signals for ADA compliance Landscaping for aesthetic enhancement and community appeal These enhancements successfully balanced urban livability with traffic flow efficiency, creating inviting spaces for community connection without negatively impacting automotive travel. The project was completed within federal-aid funding timelines, under budget, and received broad community support. Project team: Michael A.
