Before the Blast (part 2)

The Sponsorship Programme of the Convention on Prohibitions or Restrictions on the Use of Certain Conventional Weapons Which May Be Deemed to Be Excessively Injurious or to Have Indiscriminate Effects (CCW) in cooperation with Helioxfilm present the documentary entitled Before the blast directed by Mr Gyula Somogyi, Coordinator of Protocol V on Cooperation and Requests for Assistance (2009). Background As a State Party to this Convention and the Protocol V on Explosive Remnants of War, the Republic of Hungary hosted a workshop, focusing on Explosive Ordnance Disposal (EOD). 15 countries and two organizations sent experts to Budapest to take part in this exercise. The Hungarian Defense Forces 1st Honvéd Explosive Ordnance Disposal and Warship Battalion hosted this event on the 2930 June, 2009. The CCW Sponsorship Programme Steering Committee decided in this June to make a documentary about this workshop and the Protocol V and make it available for all UN Member States to learn more about this Convention and the ongoing international cooperation regarding efforts to diminish the scourge of the explosive remnants of war. About the film (concerning all three parts) The Before the blast is a 28-minute documentary about the CCW Protocol V and the Budapest EOD Workshop. The film visits two main locations: the UNOG in the Palais des Nations in Geneva and the Workshop in Budapest. The ­audience will get a picture about the implementation of this Protocol and will also get a behind the scenes look at how the international cooperation among diplomats, military experts and other professionals work in the background. To this end several interviews were conducted with the representatives of the key players, such as the International ­Committee of the Red Cross (ICRC), the UN Office for Disarmament Affairs, Geneva Branch, the United Nations Mine Action Service (UNMAS) and with the representatives of those countries involved as officeholders of the CCW Protocol V. These interviews clearly demonstrate the wide range of activities of the international community and help to understand the reasons behind this cooperation. The pictures of the Budapest EOD Workshop show the implementation side of this important humanitarian work. The ICRC, the UNMAS and the UNTV provided additional video footage and still pictures to complement that basic footage. The UNTV supported the film with the possibility to use their studio facilities as well. The documentary was replicated onto DVD to be sent to all UN Member States and will also be available on the internet to reach a broader audience. Interested broadcasters will have access to the master tapes in order to be able to broadcast the documentary (with English script). Contributing persons in the interviews: H. E. In 2007 and 2008 he was appointed to the post of the Coordinator on Cooperation and Requests for Assistance in CCW Protocol V.
