Oligarchic sovereignty: technology and the future of global order

Maha Rafi Atal, editor of this Review of International Studies special forum, discusses the key themes. The forum argues that the rising political influence of tech elites cannot be understood as a simple “exit” from state authority. Originating from the heightened visibility of tech CEOs during the Trump administration and concerns about their growing alignment with far-right politics, this forum draws on historical parallels to corporate sovereigns such as the East India Company and to monarchical authority to propose the concept of “oligarchic sovereignty,” in which tech leaders exercise power both through their firms and through their personal public roles. The forum argues that this influence represents an active political project, not a retreat from politics, and highlights ways in which states and civil society are already contesting and constraining this power.
