In Pakistan's criminal justice system, a First Information Report (FIR) and a challan are two distinct documents with different purposes. First Information Report (FIR): A written document prepared by the police when a cognizable offense is reported Contains details of the crime, victim, accused, and witnesses Registered at the police station, assigning a unique case number Initiates police investigation into the crime Not a conclusive evidence, but a starting point for investigation Challan: A formal charge sheet prepared by the police after completing the investigation Contains a summary of the evidence collected, witness statements, and findings Submitted to the court, accusing the suspect of committing the crime Leads to the trial, where the court decides the accused's guilt or innocence A more comprehensive document than the FIR, as it includes all the evidence collected during the investigation In summary, the FIR is the initial report that sets the investigation in motion, while the challan is the culmination of the investigation, presenting the evidence and charges to the court. A "Closer Report" or "Closure Report" is a document submitted by the police to the court, recommending the closure of a case due to various reasons such as: 1. Lack of evidence 2. Insufficient evidence to proceed against the accused 3. The case is not maintainable 4. The complaint is false or malicious 5. The parties have settled the matter out of court The closer report is prepared after the police have completed their investigation and have found no sufficient grounds to proceed against the accused. The report is submitted to the court, which then decides whether to accept or reject the recommendation. If accepted, the case is closed, and if rejected, the court may direct further investigation or trial. In Pakistan, the police are required to submit a closer report under Section 173 of the Criminal Procedure Code (CrPC) when they decide to close a case. FIR: Police report Cognizable offense Crime registration Investigation Challan: Charge sheet Evidence Witness statements Trial Closer Report: Case closure Lack of evidence False complaint Out-of-court settlement #CriminalJustice #LegalSystem #LawAndOrder #PoliceInvestigation #CourtProceedings #CrimeAndPunishment #JusticeServed #LegalAwareness #CriminalLaw #PakistanLegalSystem
