The new "Severe Test" - for traffic impact, Where on earth is Manual for Streets 3 The new draft NPPF seeks to progress a vision-led approach to transport planning. But the guidance to support it has only been consulted upon with local authorities. Manual for Streets 3 was drafted 5 years ago. Evidence supporting it shows there is no need for visibility splays. But there is still no sign of this either? Why are we not seeing the guidance that should support the draft NPPF? As for the draft NPPF itself, there is a new approach to the severe test. The Government wants more development around railway stations, but is suggesting it be limited to 800m? And why just railway stations? Christopher Young and James Corbet Burcher are joined by Phil Jones to discuss these issues. Phil is Chairman of PJA. He was a key author of Manual for Streets (2007) and the lead author for Manual for Streets 2 (2010). He has advised Governments and transport bodies around the world. NPPF consultation responses are due by 10 March.
