USA: FORMER POLISH PRESIDENT LECH WALESA VISIT

(5 Jun 1996) English/Nat Lech Walesa has warned that a delay in expanding NATO to include countries once allied with the former Soviet Union could lead to an "insecurity zone" in central Europe. The former Polish president made his remarks during a visit to Washington DC as new legislation was introduced to hasten the entry of new members to the Western alliance. Flanked by former Polish President Lech Walesa and a group of US lawmakers, outgoing Senator and presidential candidate Bob Dole was on Capitol Hill Tuesday. He declared it was time former Eastern Bloc nations were brought into the NATO-fold. SOUNDBITE: "We believe the window of opportunity for consolidation of new freedoms, independence and security in central and eastern Europe is closing and we believe that further delays will undermine not only the governments but the confidence of the people recently freed from the expansionist ambitions of aggressive neighbours." SUPER CAPTION: Bob Dole, US Senate Majority Leader Dole and House Speaker Newt Gingrich have introduced legislation to help those countries join an expanded NATO. If passed, the bill would provide 60 (m) million US dollars in aid to assist central European nations looking to join the Western alliance. Despite the fact that troops from the former Soviet bloc already participate in NATO exercises, some say the legislation is merely a campaign ploy by Dole to gain votes from Americans of central European decent. But others say it's time those countries were finally made full-fledged members of NATO. SOUNDBITE: "I believe that we're already several years behind the appropriate schedule to be supportive, and I believe that we have an absolute obligation to pass this act." SUPER CAPTION: Newt Gingrich, Speaker of the House Hoping not to antagonise Russia, the Clinton administration has taken a slow, cautious approach towards NATO expansion. But the man whom some say was responsible for starting the domino effect that finally brought down the Iron Curtain warned that dragging out NATO membership for central European nations would lead to trouble. SOUNDBITE: (English translation) "The real danger is leaving the security zone just as it is, the big zone that comprises the Warsaw Pact countries, and if those countries are rejected they may have the feeling of unfulfilled love and from there is only a short step to hatred." SUPER CAPTION: Lech Walesa, Former President of Poland It's an issue that promises not to go away, and one that Bob Dole may challenge Clinton with as he hits the presidential campaign trail.
