Did You Know? – Civic Education Series In this episode we examine one major proposal in the Constitution of Zimbabwe (Amendment) Bill No.3 of 2026: changing how the President is elected. Under the current system, Zimbabwean citizens vote directly for their President in a national election. The proposed amendment suggests a different system where the President would instead be elected by Members of Parliament in a joint sitting of the National Assembly and the Senate. In this scenario, citizens would vote for Members of Parliament, and those Members of Parliament would then choose the President. This represents a significant shift from direct presidential elections to an indirect system of election through Parliament. Why does this matter? When citizens vote directly for the President, the President derives authority directly from the people. If the President is elected by Parliament, authority comes indirectly through elected representatives. In Zimbabwe's Senate, some members are appointed rather than directly elected. This raises important questions about democratic accountability and the structure of governance.
