In 1944, Mahatma Gandhi realized that the Muslim League was serious about its demand for Pakistan. In a last attempt to prevent the partition of India, he wrote a letter to Muhammad Ali Jinnah, requesting a meeting in Bombay. Jinnah, after consulting the Muslim League, agreed to meet. During the talks, Gandhi proposed that Jinnah could be the first Prime Minister of independent India and form a cabinet of his choice. He suggested that India should be freed as one nation first, after which a plebiscite could be held in Muslim-majority areas to decide their future. Jinnah rejected the proposal, insisting that Pakistan must be created before British withdrawal. He also refused the offer to become Prime Minister, recognizing that it would be temporary, as Congress would eventually regain control due to its majority.
