(20 May 2003) 1. Straw and Benaissa enter news conference 2. SOUNDBITE (English) Jack Straw, British Foreign Secretary: "When there has been very serious terrorist outrages across the world, we fight them. And this battle against terrorism is one which we are winning and will win." 3. Wide of news conference 4. SOUNDBITE (English) Mohammed Benaissa, Moroccan Foreign Minister: "We have identified the bombers. They are all Moroccan. None of them is a foreigner. Two of them are surviving. They are being interrogated. We do not know precisely who is behind it, but similarities of the acts, the nature of the terrorist acts, leads us to believe that there is a foreign hand behind it. Certainly, I think, I do not believe that in Morocco you will find an organisation of this magnitude that will carry out such acts in Casablanca causing so many deaths of innocent people, if it's not being backed by terrorist organisations outside Morocco." 5. Photographers 6. SOUNDBITE (Arabic) Mohammed Benaissa, Moroccan Foreign Minister: "I suggest that the United States of America and England and Spain, all of them suffering from terrorism, fight terrorism without fighting democracy as well. And Morocco will address this and fight the phenomenon which is threatening security without affecting the democratic institutions in Morocco. Self-defence and the fight against terrorism do not interfere with the functioning of democracy and rights." 7. Straw and Benaissa leave news conference STORYLINE: The Moroccan Foreign Minister said on Tuesday the men who set off explosions at five sites in Casablanca on Friday night were all Moroccan, but he suspects a foreign organisation masterminded the bombing. Mohammed Benaissa however doesn't believe a Moroccan group could have planned and carried out such a large scale attack. One suspected attacker was captured immediately after the attacks, and another was taken into custody on Sunday. Speaking in London with the British Foreign Secretary Jack Straw, Benaissa said Morocco was committed to fighting terrorism while maintaining its democratic principles. He said it was possible to defend a country without reducing the civil liberties of the population. Straw thanked his Moroccan counterpart for his support during the war in Iraq and said that the struggle against terrorist attacks would be won. Officials now say 29 bystanders and 12 bombers died.
