USA: CHEN SHUI-BIAN ARRIVES ON UNOFFICIAL VISIT

(14 Aug 2000) English/Nat XFA Taiwanese leader Chen Shui-bian has arrived in the United States on an unofficial visit...his first venture outside his home nation since becoming President. Chen slipped quietly into the Los Angeles area with no red carpet or government welcome mat. China protested the 16-hour stopover, while the top Democrat on the House International Relations Committee complained that the Clinton administration pressured Chen into not meeting with several members of Congress attending the convention. Chen is on a two-week trip, which also will include stops in the Caribbean, Central America and Africa, aimed at strengthening ties with Taiwan's dwindling number of diplomatic allies. The United States does not have formal diplomatic relations with Taiwan, but 29 small nations do. The trip comes amid continuing tension over China's claim that Taiwan is part of its territory. Chen has tried to improve unofficial U-S ties while offering conciliatory gestures and summit invitations to China. The United States and most other countries recognize only mainland China, which claims that Taiwan is part of its territory. Beijing had warned that even the brief stop on U-S soil could severely damage U-S ties with China. In 1995, a more extensive visit by then-Taiwanese President Lee Teng-hui was followed by Chinese missile tests near Taiwan. Just getting permission to stop in the United States was an important victory for Chen. In Taiwan, it was viewed as a sign that Washington trusted Chen would not do anything to disrupt America's delicate relations with China. Coincidentally, Chen's airplane was parked about 600 feet from the Air Force One jet that brought President Clinton to town for the Democratic National Convention. Chen waved to well-wishers outside his hotel Sunday but made no statement and planned no official meetings during his brief visit to the city where the Democrats are preparing for their national convention. However, unfortunately the United States has not extended welcome arms."
