On Thursday, November 27th, 2025, at approximately 8:17 a.m., I was conducting stationary radar enforcement on Interstate 430 near the 5-mile marker. I observed a white Toyota Camry traveling southbound at a high rate of speed. Stationary radar confirmed the vehicle’s speed to be 90 MPH in a posted 65 MPH zone. I entered the roadway behind the vehicle and attempted to conduct a traffic stop near the 2-mile marker. The vehicle, which appeared to have a single occupant, accelerated rapidly upon the activation of my emergency lights and sirens. The suspect vehicle reached speeds of approximately 120 MPH. I notified Troop A Communications that I was in pursuit. To prevent a dangerous and prolonged high-speed pursuit, I positioned my patrol unit alongside the passenger side of the vehicle and executed a Tactical Vehicle Intervention (TVI). The vehicle rotated clockwise, exited the roadway, and entered the tree line on the west side of the interstate, where it struck multiple trees and overturned. I approached the vehicle and located the driver, later identified as Mr. Taylan Bizzell, unrestrained, unresponsive, and positioned near the passenger side of the vehicle. Mr. Bizzell regained consciousness shortly thereafter. I was able to open the passenger door and assist him out of the vehicle. Medical personnel arrived on scene and transported Mr. Bizzell to Baptist Health Medical Center for further evaluation and treatment of injuries sustained in the crash. An inventory of the vehicle was conducted, during which an open container of alcohol was located. While speaking with Mr.Bizzell, I observed the odor of intoxicants. The vehicle was found to be unregistered and uninsured, and Mr. Bizzell did not possess a valid driver’s license. A blood draw warrant was obtained and executed at Baptist Health. Mr. Bizzell was cleared for incarceration and transported to the Pulaski County Regional Detention Center where he was charged with the following; 5-54-125 – Fleeing by Vehicle – Causing Serious Physical Injury (B/F) 5-65-103 – Driving While Intoxicated – 1st Offense 5-71-218 – Open Container of Alcohol in a Motor Vehicle 27-51-201 – Speeding (90/65) 27-14-1701 – Improper Use of Special Plates 27-37-702 – No Seatbelt 27-16-602 – No Driver’s License 27-22-104 – No Liability Insurance 27-14-314 – Failure to Register Vehicle 2nd Pursuit On 11/27/2025 at approximately 0251 hours, I, Sgt. Nathan Williams, was notified that the Conway Police Department and the Faulkner County Sheriff’s Office were engaged in a vehicle pursuit involving a white Dodge Ram 2500 displaying a fictitious license plate. Sgt. Holland with Conway PD requested the assistance of the Arkansas State Police. The pursuit was initiated by Conway PD Officer Watkins in the area of I-40 and State Highway 25 and continued across multiple state highways and county roads throughout central Faulkner County as I responded to the area. At approximately 0319 hours, I was positioned on Bayou Road near State Highway 287 when the pursuit passed my location. I notified ASP Dispatch that I was assuming the primary role in the pursuit. The suspect vehicle continued driving recklessly on both sides of the roadway at speeds exceeding 80 mph. At this point, the pursuit had been ongoing for approximately 30 minutes with no indication the suspect intended to surrender. Due to the increasing reckless behavior and the suspect’s wanton disregard for public safety, I determined that I would conduct a TVI when possible. At 0321 hours, the pursuit turned west from Bayou Road onto Clinton Mountain Road, I moved into position to conduct the TVI. The suspect vehicle continued traveling in the center of the two lane roadway, which had no shoulders, and the driver attempted to cut me off as I maneuvered into position. After multiple attempts to safely initiate the intervention, the suspect suddenly applied heavy braking, causing the front bumper of my unit to collide with the rear bumper of his vehicle. The intervention forced the suspect’s vehicle off the roadway to the left, where it collided with a row of trees. The suspect was removed from the vehicle as it caught fire and subsequently became fully engulfed. The Centerville Volunteer Fire Department responded to extinguish the fire. Pafford EMS arrived on scene and transported the suspect to Conway Regional Hospital for treatment. Conway PD took custody of the suspect and documented the incident under report number 25-1107372. The driver and sole occupant was identified as Jeffrey McFarlin.
