The upcoming APEC Leaders Meeting is drawing global attention, not just for economic talks, but for its diplomatic stakes. A possible U.S.-China summit, renewed North Korea-U.S. dialogue, and South Korea’s balancing act between both powers are all in focus. As President Lee Jae Myung aims to secure meaningful outcomes, new sanctions and unresolved trade tensions are raising the pressure. With multiple summits potentially unfolding, APEC 2025 could prove to be a key moment in reshaping the region’s diplomatic landscape. To break down the key diplomatic flashpoints surrounding the APEC, we have Robert Kelly, Professor of International Relations at Pusan National University. Welcome. Also joining us is Christophe Gaudin, Professor of Political Science at Kookmin University. Good to see you. 1. (Kelly) To begin, there’s growing interest in whether a U.S.-China summit will take place on the sidelines of next week’s APEC summit. With trade tensions between Washington and Beijing once again escalating, many see this as a strategic move to gain leverage. How do you interpret the current signals from both sides? 2. (Gaudin) Continuing from there, U.S. Treasury Secretary Scott Besant recently stated that "President Trump will meet Chinese President Xi Jinping in Korea," appearing to rule out the chance of a failed summit. What variables could still affect the outcome at this point? 3. (Kelly) Zooming in on the trade front — the U.S. and China have been shifting the target list, from rare earths to soybeans to cooking oil, in a tit-for-tat pattern of trade retaliation. If the summit goes ahead, do you think there’s room for a breakthrough or compromise in the tariff war? And if a top-level deal proves difficult, would backchannel or working-level talks be more realistic? 4. (Gaudin) Meanwhile, Unification Minister Jeong Dong-young has raised the possibility that a North Korea-U.S. summit could also take shape during APEC. From your perspective, how realistic is that scenario? 5. (Kelly) If a North Korea-U.S. summit were to happen How do you see Pyongyang’s strategy toward both Washington and Seoul evolving? And what kind of diplomatic repositioning could this mean for South Korea? 6. (Gaudin) There’s also rising anticipation over a possible Lee Jae Myung-Donald Trump summit. Could this serve as a breakthrough moment for the stalled tariff negotiations between the two countries? 7. (Kelly) A South Korea–China summit is also expected to take place on the sidelines of APEC. But Beijing’s recent announcement of sanctions targeting Hanwha Ocean’s operations in the U.S. could cast a shadow. What’s the likely motivation behind these sanctions on a Korean firm, and how should the South Korean government navigate this diplomatically? 8. (Gaudin) Now, in the broader U.S.-China rivalry What kind of role do you think South Korea should play as a mediator or balancing actor in the region? 9. (Kelly) Finally, from the perspective of the Lee Jae Myung administration what would constitute meaningful diplomatic "results" coming out of the APEC summit?
