In the early 1990s, Frank Horrigan (Clint Eastwood), an agent of the Secret Service, a U.S. government unit assigned to protect the President of the United States, was at the end of his career. Present in Dallas on November 22, 1963, Horrigan still blames himself for not having been able to prevent the assassination of John F. Kennedy while he was part of the team protecting him. When the killer Mitch Leary (John Malkovich) decided to attack the current president, planning to assassinate him while he was running for re-election and making numerous public appearances across the country, Horrigan, still in office, took the matter to heart. Despite his advanced age, he asked to return to the Presidential Protective Detail, where he began a relationship with his colleague Agent Lilly Raines (Rene Russo).
